Judge maintained control of the courtroom and did not interrupt, but appeared impatient and at times dismissive of the issues raised. While he indicated he had reviewed the filings and issued a tentative ruling, there was little discussion of governing law on the record. A specific procedural issue involving compliance with county code (§11.0208) was raised but not meaningfully addressed in the ruling.
