He has been the primary Mental Health Court judge for several years. He is fair and welcoming to participants. He demonstrates an interest in their recovery process.

Judge Horst is kind and understanding when dealing with mentally ill people who have been placed in the judicial system. As a mother of such one, I'm extremely grateful my son is in his court, as he's fair and knowledgeable about the disadvantages such ones have.

As the judge currently releasing the violent sex offender, pedophile…we fear for the safety of our community & can not believe judge Garen Horst is releasing him into placer county!!!! We are not ok with this!! Maybe judge can just let him live with judges family!!!

Worst judge in Placer Co. He just released without bail another convicted sexal assault felon on the streets as "vagrant". Time for civilian action to fix this.

I was on a several days long jury where judge Horst was presiding. I felt like he was a very fair judge, very positive, explained things well and he was very patient. Placer county is lucky to have him!
