Judge Penney is the epitome of a calm and evenhanded jurist. He is respectful to all and extraordinarily patient, as he demonstrated with his gentle treatment of a difficult pro per litigant in the case I tried before him this past summer. He is a careful scholar.

He gives you a fair trial. He is very thorough I have done many trials before him and he is one of the best in Placer County. I have never had a problem with him. He takes time to consider and analyze the issues and makes a very solid record. I believe that my clients will get a fair shake from Judge Penney.
