Mendez is one of the worst if not the worst Judge in the Eastern District. When issuing his orders, he makes up things in the record to reach the conclusion that he wants to reach. His distaste for attorneys, especially for plaintiff attorneys, is obvious. A rude man with a Napoleon complex.

Judge Mendez came out of nowhere to be appointed. Had he gone through any vetting process he should never have been a judge in any forum. He is vindictive. He makes up the law as he goes along. His mandate is to get rid of cases. I watched his misbehavior in Court on several cases.

If you represent the government in a 1983 case, you'll love this judge. Don't worry about the quality of your arguments or the weakness of your position. He'll invent a theory you didn't even think of, explain it with a supercilious smirk and rule in your favor no matter what.

Judge Mendez is difficult and arrogant. He does not prepare his own orders and does not prepare well, if at all, for oral argument. His knoweldge of the law is suspect at best, and he acts more as an advocate than a judge. Have not been in trial with Judge Mendez yet, as he is fairly new to the bench. Have only talked to two attorneys who have tried cases before Judge Mendez, and both were very unimpressed.
