Seeing the comment from 2013 tells me Legum should have retired YEARS ago. He does not know Maryland law whatsoever. He doesn't know how to conduct a preliminary hearing, explain rights to counsel and risks to a pro se' litigant. He absolutely knows nothing about Civil Rights. I'd argue any preliminary hearings or bench trials by him need heavy auditing.
