Karine Mkrtchyan

I, the Plaintiff, had a case that was assigned to Commissioner Karine Mkrtchyan. The Defendant, a government agency committed perjury and Commissioner Mkrtchyan refused to rule on the perjury. The Defendant was running out of time to respond to the Plaintiff's claim. The Plaintiff had filed the Request for Entry of Default, and the Judgment. The Defendant then filed a Declaration of Demurring or Moving Party in Support of Automatic Extension. The Defendant wrote that Defendant tried to reach the Plaintiff by phone to Meet and Confer. The Defendant never called the Plaintiff. Plaintiff requested that the Defendant submit Defendant's phone records. The phone records showed that the Defendant dialed the Plaintiff's phone and hung up the phone in three seconds! Defendant had no intentions of speaking to the Plaintiff. The Defendant was granted the 30-day extension of time. Commissioner Mkrtchyan ruled that the perjury was not important. She ruled in favor of the Defendant.

Plaintiff filed for a Default judgement. The Defendant lied and said she tried to reach the Plaintiff to Meet and Confer but she could not reach the Plaintiff. She automatically was given a 30-day extension. Plaintiff checked her phone records, there was no calls from the Defendant. Plaintiff asked defendant to see her phone record of the alleged call. Defendant dialed plaintiff's phone and hung up in 3 seconds! She then used her 30 day extension to submit her response. The defendant's phone call of 3 seconds was submitted to the court. Commissioner Mkrtchyanin ignored the perjury, and she gave the Defendant no sanctions!
