horrible civil judge mainly due to his mean spirit and pro-defense mentality. Also an absolute control freak over things other judges care less about.
In a multi-month trial of a complex civil matter, Judge Tilley was outstanding in his command of the facts, his ability to recall critical (and seemingly minuscule) details from witnesses who had testified weeks before, and his ability to keep his eye on both the forest and the trees. This is a judge who loves trials, and misses the days when he tried cases as a lawyer. He has a quick, sharp mind, and cuts to the heart of the legal issues. He knows the contours of the law (even when those contours are ambiguous, due to poor guidance from above).
I was very impressed with this judge - he took the time to explain every element in detail and had complete control of the court room
Attempts to convince the court that he understands complex technology and other issues while being obvious that he doesn't have a clue. Probably doesn't suspect that everyone knows what is happening.
Very controlling about matters which other judges could care less about. Prone to rebuke attorneys for the same. Extremely pro-Defendant.
