Biased and lazy. Made up her mind before hearing the evidence and reviewing the law. Helped the other side instead of staying neutral. Did not feel heard.

Before my hearing, I observed Judge Davis preside over two other small claims cases. In each, I noticed a troubling pattern of behavior: litigants who appeared to be of non-Caucasian background were interrupted more frequently, treated with noticeably less patience, and received a more dismissive tone compared to Caucasian litigants. As you might expect, when it was finally my turn, I stood before her in a case against a Caucasian attorney who had clearly breached his contract with me. I presented hard evidence—including a written agreement and multiple documents showing his failure to perform. The attorney submitted almost no tangible proof and introduced a backdated invoice that contradicted the timeline of the case. Despite the overwhelming disparity in evidence, Judge Davis dismissed my claim, ruled in the attorney’s favor, and even awarded him an additional $2,740 beyond what I had already paid him under the contract. The experience left me deeply concerned about the fairness and impartiality of her courtroom.

I have been in front of this commissioner many times. She has ruled on many of my cases against health insurance carriers. SHe is smart , diligent and gets the issues. She does the research and rules fairly ( I dont always win unfortunately- but I learn from each time I might lose and make sure I dont make the same mistakes twice. ) she is consistent with her rulings and is well respected by both sides.

Agree with other comments, this elderly judge (meaning she has difficulty to read and understand and is not qualified based on those her disabilities to be a judge) not even a judge, but commissioner. Not sure how commissioner permitted to decide cases. Pamela is sooo incompetent, she doesn't understand and disregard the law of California in her fullest. She must be disqualified. Filing disqualification complaint on her today. People of California paying those highest tax for competent, fair, taking care of business (instead of plastic surgeries) and fair trials. The worst judge I’ve ever experienced in my 31 years of practicing law. How do you talk about this judge without sounding like it’s all sour grapes… ?The way you do it effectively is to get her decisions reversed. She was sitting in Beverly Hills and I was at the Santa Monica Courthouse appealing her decision and found myself sitting in a sea of other litigants, appealing her decisions as well. After I prevailed before a “judge” and was talking to the clerk in order to get a copy of the judgment, I mentioned to the clerk … is how it is? And the clerks says yes, all day long , everybody that goes to court just wants a fair shake, and be judged by a trier of fact that knows the law and can apply it fairly… that’s all! Win or lose… if you’re before a judge that can do this you’re nevertheless satisfied, but when the judge doesn’t know the law, doesn’t apply it fairly and is basically incompetent that’s where the problem lies. I have no respect for this commissioner judicial abilities whatsoever. Instead of making it easier by handling the cases that the other judges have she is adding so much work because her decisions are being appealed because they’re so faulty and wrong that she’s adding a lot of work to the judges and Santa Monica who hear her cases and routinely reverse them. She has quite a reputation for incompetence . I suggest to everyone to paper her because she is truly prejudiced and get before a real judge. This is painful for me to say as an officer of the court, but it’s unfortunately needed. Please render her in effective by papering her, and hopefully the presiding judge will get the message because government iis very slow to remove incompetent government workers. Judge Pamela A Davies is not a good judge handling the small court claims, when comes to handle complex trials she said, :"you will get something in email" and then she side corner all the great evidence presented and always takes sides of the govt functionaries who are being sued as part of Tort claims. Seems like saving her seat to not fight with the govt and to be always on there side, she forgets that she is the referee and not a govt agent sitting on the Judicial bench. If this is the same judge that is currently at the Beverly Hills courthouse (as of 12-1-23), she is horrible. I walked into the courtroom and saw a 70 year old woman with horrendous plastic surgery to her face (one too many plastic surgeries). This judge did not read the evidence. She failed to rule in my favor, following a loan I made to a defendant who flunked out of Tucson medical school, who even went so far as to claim that her medical school professor at University of Arizona in Tucson sexually harassed her (she was hoping to use this as an excuse to explain to her committee why she was not passing her classes). The defendant was flunking out of medical school many months prior to the alleged sexual harassment of her professor. Thank God she never graduated from medical school. I am sure that the medical school quietly escorted her out the back door after realizing what a psychopath she is. Additionally, I informed this silicon-infused judge that the defendant was seeing a therapist and on medication, and that she was a liar. However, my claim was denied with NO legal explanation. The defendant eventually found herself a different sucker that fell for her trap and she is currently engaged to this kid. Little does he know what he has gotten himself into. I so fortunate that I declined the defendants advances to be more than just friends. I dodged a bullet there but I did loose a significant amount of money.

I was this bench officers bailiff at Santa Monica Court when she was in Dept B “Traffic”. Her and her judicial assistant are two terrible and evil people. The Commissioner had me removed from the courtroom because I would not allow her j/a to be rude and disrespectful to me. I had to put her in check in front of the commissioner. Then the commissioner went home and told her husband what happened and he recommended I be kicked out of the courtroom and she came back and did it. She’s fake and not a good person. I’m retired not!
