Worse judge in the state. Will not listen to simple reason. Decides matters before he knows the facts.

The retaliation continues in the form of a non-party invisible litigant (payee) who feels they can legally harass someone in a case they are not a party of. This is because of the "deal". They also feel they can file court documents without informed consent. That or they continue to commit identity fraud. The continued involvement will only blow your cover. They have also become a serious risk to the children you sold. I warned many about them and they deserve to be behind bars; I firmly believe EVERYONE will rest easier this way. Was not a good idea to bargain with an unhinged senior citizen who thinks a warranty came with the judgement purchase. If you legally hold this unstable person accountable so they NEVER interferes in a relationship again your problem is gone. I guarantee they will continue to bother you forever if you do not cut her off. They are root everyone’s "issue", even the party they think they are helping. The unconscionable actions she took damaged relationships beyond repair. Those broken relationships directly impact children. Those children DO NOT LIKE this person. I will admit I would have nothing to complain about if it was guaranteed that this person would never interfere in ANYONES relationship again (professional and personal). They have not helped anyone and will only continue to cause major headaches for all. Think about that.

Oregonians, I can’t be the only one… Before all this started you felt that you were a reasonable person, but you had a gut feeling that something was just not right about your experience with Judge Pagan. I understand that this a been traumatic for you, the mental drain which leads to physical fatigue. Dig deep, pick yourself up and fight back. You are still that reasonable person, and you are not alone. If you were told you had some mental issue based on testimony rather than facts, nothing is wrong with you. If your right to be heard was suppressed in ANY WAY, it was not by accident. If you wrote your objection to a money award and your lawyer just happened to forget to file it, something is wrong. If that 30-year experienced trial lawyer (you know who you are) you hired did no better than defaulting, SPEAK UP; it was no accident. If you have been told your “uncredible” in a judgement understand they put that there to make it harder for you to fight back. You are credible, and you are not alone. I am reaching to not just victims but any associates, attorneys, judges, expert witnesses, clerks, ANYONE that has witnessed judicial misconduct and/or abuse of power from Judge Pagan then file a complaint with the judicial fitness committee with your facts. If you believe bribery has taken place with this judge, contact the FBI public corruption division and/or your local police. A combination of events occurred that started this behavior. Judge Pagan became head of the family law department (allowing him to choose his own cases), Judge Fun retired. And Covid-19 provided cover as remote hearing/trials it made things even easier to hide. It was too much of a responsibility for this young judge to handle. He took advantage of a world-wide pandemic and profited by fixing a case(s). Millions were dying and this man was thinking of himself. Where is Rico?

He has no soul. His ruling almost made me take my life, because I was indeed innocent and spoke nothing but the truth. This experience personally made me stronger. Made me realize that no one is going to help me, besides myself. I am not sure that others are lucky to have this type of mindset. I am worried about the damage he might do to our society with his psychopathic behavior.

Newspaper reports on corruption in government, racketeering and organized crime conditions can be very helpful to your communities and the whole country." There are many outlets to get the truth out. It will take more than the victims that have suffered from outside business deals that have been done to fix what he has ruined. It will take more than just complaints. It will take courage from the legal community to speak up without fear of retaliation. I ask the legal community to put your heads together and get crafty, ask the bar to create an anonymous forum or something similar so legal staff and attorneys have a place to share the injustices they may have experienced. Because you are locked in until his term is up and the public is suffering. Even those who have made deals are locked in. The public and legal individuals both. It is a horrible feeling and something no American, or anybody, should feel. Hopelessness. If the man has any honor, if he cares about the community in anyway, he should turn himself in and come out about what he has done. The guilt is weighing on him heavily as he knows what he has done, it shows. Children, fathers, and mothers, siblings are being separated unjustly. I ask the legal community to step up and take a stand for the people who pay good money to you for a service. Get crafty and create a place where you can all share without fearing retaliation. Please. You can do this. Work together. There are far more lawyers out there than judges. You can make a difference if you work together. Waiting it out until his term ends should not be the option. Again, kids are involved. Please.

This is my story of being robbed and looks like others have experienced the same. I am thankful for a platform that welcomes freedom of speech. Thank you. [Redactged by Ed.] Either this or he was trying to make his last few cases look appealing to be considered for an upcoming open position in the court of appeals. He made sure that I could not get representation by designing an opinion to deter any lawyer from taking my case. It has done just that. It is material misrepresentation by the court. AKA fraud on the court. This opinion was also written after I filed a judicial complaint. Obviously, he did not like it. Just like the person down below said, it was an opinion supported by no facts (because he had none). He also had knowledge not available to the public yet that he would be taking DeHoog’s position in the court of appeals. This influenced his judicial decision making as he was taking the side that would make his resume look better in the eyes of Governor Brown. What was public knowledge amongst the legal community at Washington County Courthouse was that he was moving over to “criminal law only”. I recall hearing this towards the end of 2020. I had a hearing in late 2020 with Pagan. He was fair and even-handed. He cut right through the BS. He had common sense, he was efficient and engaged. These traits were gone in the summer of 2021. He was on cruise control because he knew he would be out of Washington County soon. He did NOT give precedence to the duties of judicial office. He was busy thinking about his future and how to make it a reality. He severely lacked competence and diligence because he was not engaged, in fact he was complacent. My lawyer was aware of what was going on but worried about retaliation from Judge Pagan. This in turn affected his representation of me. And that in turn separated a father and siblings. Younger judge with old school attitude. Not from Oregon. Has little tolerance for pro se and will go as far as financially penalizing those who represent themselves (even though it is their constitutional right). Does any judge think someone wants to go pro se in a divorce, as if they had a choice? He may take offense at you asking his former (court appointed) colleagues reasonable questions YET does not consider (or read) the scientific factual findings in their papers admitted in court. He will, seemingly, look the other way, without prejudice, when fraud occurs in his own courtroom. Inconsistent throughout course of a case almost as if he does not read his own notes. Will risk patient/doctor relationships even with protection orders in place. He is about the process and how that can be manipulated legally NOT the fact finding. Can be easily duped by misrepresentation from those paid enough to take it that far. Covers his lack of effort in research with opinions not referencing any facts in the case. Need proof of financials? Do not worry about it; he will not even check or question it. Inequality of financial investment for legal representation will go unnoticed or perhaps even worse, its noticed yet nothing is done about it. Obviously, a historian and enjoys the technical aspect of law but forgets the human element that is so necessary in family law. Even with all the facts right in front of him he will make judgement on engineered and misleading testimony. Will not think twice about splitting siblings apart, not even worth mentioning in judgement in fact. Another incredibly important detail forgotten about.
