Corrected with rating: As litigant and observer of his courtroom demeanor, this judge is extremely biased against anyone who is not government. Disregards the actual written law regularly. Completely agree with the observations of the criminal defense lawyers who rated him below.

How he got to where he is in the circuit court is shocking & based solely on how he started out hence why he was voted into his position, but he disregards plain as day facts, has zero sympathy for people and. Will side with the state no matter what even when they are saying nothing but bold face lies. He holds grudges too. If you have as your judge once pray you don’t get stuck with him again. He is a disgrace to the word “Honorable” judge.

Judge Titus started out limited in experience but enthusiastic and wanting to learn. But with time he has become hostile and angry. He has biases before the trial begins and it’s obvious. He formulates an opinion to support his conclusion. He does not know the law and disregards it when proffered with statute or case law. Ignores it completely if it doesn’t fit his perceived outcome. He makes conclusions which are not based on any facts presented. I suspect he is one of the most appealed judges(based on the volume of cases) of any judge in the state. Everyone is afraid to criticize him. But look at his ratings. Outstanding. All two of them. Hmmmmm
