Judge Rice takes entirely too long to rule. Motions (including case-dispositive motions) have been known to sit for months and sometimes years.
A very thoghtful judge who realizes his decisions have consequences for others beyond the accused. Gives both sides a chance to make ther case. Very strict about his court rules and demeanor. I found out the hard way, not to talk to may client, even in a whisper. In general a pleasure to appear before.
He takes a very long time to consider things and rule. Too much time for many. However, he really cares about people and the consequences that come with doing the job correctly. His courtroom rules cannot be broken! His schedule is too crowded for a busy lawyer's schedule. I am pleased when my case rolls to him.
