Very reasonable and respectful of private counsel demands. Sees through puffery by counsel and seeks to get to the core issues quickly.
Magistrate Baxter is reasonable with scheduling orders and appreciative of the needs of private practitioners. He is generally affable and not unduly strict, and generally hits it down the middle, but he tends to show some bias in favor of municipal defendants.
