Judge Settle, in Spencer v Krause, ruled that a police officer that fabricates evidence is immune from civil liability if the police officer believes the defendant is guilty. In Washington State there "immunity is prohibited" (Article 1, sections 8, 12 and 28) and reversed on appeal.

Excellent judge. Only reason I marked him low is because he appears very determined to keep cases moving and demands true "good cause" to delay proceedings. As a plaintiff's lawyer, that is actually a very good thing.
