As a pro per litigant, my motion for in forma pauperis has been sitting in front of Judge Mullen for four months as as of today, 3/4/14, and he has not moved on it. I know of two other IFP's that he has ruled on since I filed both my complaint and my IFP on October 30, 2013. I think that this is because I filed a motion for his recusal in a previous case. Before that time, my IFP motions would go through within two to three weeks. He is exhibiting a tendency towards bias and prejudice. I will file a complaint against him and his bond.

I haven't checked several boxes I could have - most notably temperament and "evenhandedness" - because, in Judge Mullen's case, they're not really susceptible to being given a number without a description. Judge Mullen is an excellent judge and a veritable robed crusader. But don't be wrong in front of him and, in particular, don't be cute, clever, or play fast-and-loose with the truth. If you do, you'll be punished (much like you should be in every other such instance, but rarely are.) A breath of fresh air when faced with an intransigent litigant with no legitimate arguments on the merits who relies on obfuscation and gamesmanship in lieu of a defense.

It is my sense that Judge Mullen sometimes decides which party is the "good actor" and then works to achieve a result favorable to the so-called good actor.

Practical in his rulings. Has slowed down a little since taking senior status. More patient than his reputation but watch out if he gets upset. Very willing to grant dispositive motions.
