Very much favors U.S. attorneys from D.C. Wants to display cordiality to visiting attorneys so much so as to portary a bias in favor of the government. A nice man who needs to decide on the basis of the law and the facts, and not try so hard to make friends of the attorneys involved in the cases before him.

Although only on the bench for a short while, it has become clear that Zouhary will be an excellent judge for many years. His evenhandedness is remarkable, and he is an excellent mediator. He has a real knack for settling cases, and couldn't be nicer. Zouhary will be an asset to the Toledo legal community for years to come.
