In my experience, his courtroom is not a place where constitutional rights are protected but where they are extinguished by procedural maneuvers. He routinely denies jury trials – in my record across multiple cases, not a single jury has been allowed to hear evidence. He has skipped poverty affidavits, stayed summons, and denied discovery before defendants were even served, ensuring no case ever reaches the merits. Instead of addressing clear motions for reassignment under 28 U.S.C. §§ 292(b), 294, he reframes them as “bias motions” and denies them, shielding colleagues who are named defendants. His rulings replicate the very misconduct alleged in RICO complaints — obstruction, suppression, and retaliation. Judge Broomes’s handling of cases demonstrates structural bias and a pattern of extinguishing rights before they can be adjudicated. For litigants with disabilities or civil rights claims, this courtroom has proven to be a dead end rather than an impartial forum.
